We (activists) hear many members of KCEC are protesting against the proposed rate hike. You can download the four-page form and instructions from the KCEC web site, Taos Friction, or pick up a copy from a neighbor.

Here’s the most important form of the four pages with instructions.
YOU MUST ADDRESS EACH OF THE FOLLOWING ISSUES
1. A clear concise statement of the effect of the proposed rate or rates on you.
Example:
Check your bill from KCEC, including kilowatts and charges. The Coop furnishes you with comparative figures on each bill. Try to be specific as possible either in terms of range and percentages or in terms of dollars.
“For me the increase is regressive (hits the poorest hardest) and amounts to about 18 to 20% plus a high of 40% on the meter-system charges.”
2. A clear and concise statement of the specific grounds upon which you believe the proposed rate or rates are unjust, unreasonable or otherwise unlawful.
Many issues here: district voting violates “one man, one vote.” No audits, P & Ls, or balance sheets available for members online for KCEC and diversified ventures Call Center, Command Center, Internet, Broadband, and Propane.

3. A brief description of your efforts to resolve your objections directly with the Regulation.
Example: “I delivered or mailed my protest: waiting for appointment. I have protested but the Coop is unresponsive or ignores me. They won’t let me speak at meetings.
4. A clear and concise statement of the relief you want from the Commission (i.e. what you want the Commission to do regarding the rate proposal). NMPRC Rule 540 4 Effective 01/01/89 (Update 03-08-11)
Example: “The PRC should reduce the rate request by 50%, contingent on a “forensic” audit and business plan that liquidates losing entities and mandates voting reforms for trustees.”
